Does anyone know why Duke Ellington is on the D.C. quarter?

And why does D.C even have a quarter??? They are "State Quarters".

I was going to reply with some smartass answer about the states not wanting DC to feel left out, but then I wondered the same thing and had to look it up. With all the history, symbolism and patriotic atmosphere in DC, they TOTALLY should have some up with a much better design to represent DC!

It always amazes me that for any 'official body' to think up an idea, that they have to create a committee to work out the details. seek approval, obtain details of inclusion/exclusions, terms and conditions, ad infinitum and all at public expense.
